Fr. Walter was born and raised in India. Fr. Walter is second of the three children of the Tuscano family. After his 10^thgrade  joined High School Seminary at the age of 15. All his education including college degrees was completed while in the Seminary. Fr. Walter has bachelors degrees in Economics, Political Science, Philosophy and Theology. 

Fr. Walter was ordained a Priest on May 09, 2009. His first appointment was in the residential school in India where he was a hostel in charge for about 500 kids residing in the campus. After two years, he was appointed as a personal secretary to the Provincial Superior of the Assumption of the Blessed Virgin Mary Province of the Society of the Catholic Apostolate. 

In 2014 he came to the Diocese of Toledo where his first assignment was Associate Pastor at St. Joan of Arc parish for two years, then for one year he was Associate Pastor at St. Wendelin, Fostoria, thereafter he was appointed Pastor for St. Patrick, Providence, and St. Louis, Custar for 6 years and now beginning in July 2023 he is the Pastor of Holy Trinity, Assumption.
